150%'>2、 項目概況：
本項目擬通過研究不同腐蝕環(huán)境的腐蝕機理，研發(fā)出適合海上風電基礎結構的大氣區(qū)、浪濺及水位變動區(qū)和水下區(qū)的三種腐蝕環(huán)境下的國產(chǎn)化防腐涂料產(chǎn)品和配套方案，為海上風電項目提供經(jīng)濟實惠的涂層解決方案。

Normal style='margin-left:18.0pt;line-height:150%'>（1）調(diào)研分析階段：通過目前海洋防腐涂料配套及應用情況、外資成熟產(chǎn)品進行調(diào)研，結合產(chǎn)品特點及機理分析，提出防腐材料國產(chǎn)化解決方案；重點針對涂裝海上風電基礎結構的大氣區(qū)、浪濺及水位變動區(qū)和水下區(qū)的三個區(qū)域提出配套方案。
Normal style='margin-left:18.0pt;line-height:150%'>（2）小試階段：研制環(huán)氧富鋅漆、環(huán)氧云鐵中間漆、環(huán)氧玻璃鱗片涂料、丙烯酸聚氨酯面漆四種產(chǎn)品，進行小試研究并形成三個配套體系。小試優(yōu)化后的配方與工藝進行生產(chǎn)，并對涂料以及涂層體系進行第三方檢測，以滿足海上風電基礎結構的涂裝技術要求。
Normal style='margin-left:18.0pt;line-height:150%'>（3）中試階段：根據(jù)本項目研究進度以及紅海灣六海上風電項目實際進度情況，在海上風電導管架基礎局部區(qū)域進行涂裝試驗。
Normal style='margin-left:18.0pt;line-height:150%'>（4）結題驗收階段：撰寫研究報告，出具第三方檢測報告，取得相關專利、發(fā)布相關論文、出具企業(yè)標準等。

Normal style='text-indent:12.0pt;line-height:150%'>5.1 投標人須為響應招標、參加投標競爭的中華人民共和國境內(nèi)注冊的企業(yè)法人或其它組織，且具有獨立訂立合同的權力（證明文件：提供有效的營業(yè)執(zhí)照或事業(yè)單位法人證書或其他主體證明文件復印件，若為聯(lián)合體投標，聯(lián)合體各成員單位均須提供，加蓋投標人公章或電子章）；
Normal style='text-indent:12.0pt;line-height:150%'>5.2 自2015年8月1日起（以合同簽訂時間為準）至投標截止日，投標人須至少具有一項國內(nèi)材料研發(fā)類的合同業(yè)績（證明文件：提供業(yè)績合同復印件，復印件須清晰地體現(xiàn)業(yè)績合同封面、合同主要內(nèi)容、合同簽訂時間等關鍵內(nèi)容，證明材料加蓋投標人公章或電子章）；

Normal style='text-indent:12.0pt;line-height:150%'>5.4 本項目接受聯(lián)合體投標，具體要求如下：
Normal style='text-indent:12.0pt;line-height:150%'>5.4.1若為聯(lián)合體投標，聯(lián)合體（包括牽頭單位和成員單位）單位數(shù)量不超過3家；
Normal style='text-indent:12.0pt;line-height:150%'>5.4.2 聯(lián)合體各方須同時滿足前述5.1條、5.3條要求；
Normal style='text-indent:12.0pt;line-height:150%'>5.4.3 聯(lián)合體各方必須按招標文件提供的格式簽訂聯(lián)合體協(xié)議書，并明確聯(lián)合體牽頭單位和成員單位的權利義務，其中聯(lián)合體牽頭單位除承擔聯(lián)合體協(xié)議書中約定的工作內(nèi)容外，還應承擔管理職責；

Normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（1）本次投標采用深圳能源集團電子招標投標平臺（以下簡稱″深能招標平臺”）電子投標（簡稱″線上”）方式。投標人須登陸深圳能源集團電子招標平臺（https://zb.sec.com.cn/）完成本次招投標活動所需相關操作。投標人須同時制作兩份（一正一副）紙質版投標文件并在開標當日通過郵寄方式寄送至招標人處存檔備查（開標當日寄出，紙質文件與電子平臺版本如有矛盾的，以上傳電子招標投標平臺的電子版本為準）。如果本次開標方式為兩階段開標，開標當日只寄第一階段投標文件，即不含報價部分；進入第二階段的投標人，三日內(nèi)寄出第二階段投標文件，即報價部分；如提前寄出報價文件，概不退回 ），開標當日應向招標人及招標代理以短信或郵件方式提供快遞單號。
